ABOUT THIS CODE OF DISCIPLINE
This is the IPMS Baguio (for brevity) Code of Discipline. It was prepared primarily to familiarize Members with the policies, procedures, rules and regulations and conditions of membership with the IPMS Baguio. Members are expected to abide by the provisions of this COD (for brevity) in order to guide them in properly maintaining their membership with IPMS Baguio and achieving the organization’s Mission and Vision Statement.
If any provision of this COD should conflict with any laws and agreements, the provisions of those laws, agreements and other pertinent laws shall prevail.
The Membership Committee and the Disciplinary Committee shall be most willing to explain any provision of this COD to IPMS Baguio members. As such, Members are encouraged to meet with the Committee Members concerned or to any BOA or Officer of IPMS Baguio for any questions on any stipulation that they may want to clarify.
Vision Statement
We see a thriving community of scale modellers and enthusiasts of all genres in Baguio City, from all ages and walks of life and that it is our objective to have the City of Baguio as the premiere destination for Hobbyists that will converge and expand this group.

2. Foster stronger bonds between and among scale modellers, within and beyond the hobby
3. Develop the skills and expertise of IPMS BA Baguio scale modellers to be at par with world-class modellers.

CHAPTER I
Basic Membership Policy
THE IPMS BAGUIO
The INTERNATIONAL PLASTIC MODELERS SOCIETY-BERT ANIDO BAGUIO CHAPTER was organized in 2004. The Founding Members were: Kishu Punjabi, Meneleo Zamora, Samuel Gallardo, Anthony de Leon, Byron Lee and Dr. Louie Molas. Its first Scale Model Exhibit was done at the former Baguio Country Club Training Center (now FVR Hall) in February 2005, which was the same period of celebration for the Panagbenga Baguio Flower Festival in response to a Meningococcemia Medical Crisis of the City and it was deemed by the Founders that this pioneering activity may contribute to local Tourism and boost the image of Baguio City to local and national modellers and Hobbyists. The first Exhibit was supported by our mother Club, IPMS-BA, Philippines. In its second year, another Exhibit was undertaken by the group during the same period of the Festival and the same venue and was again supported by our mother club.
Due to the success of the two Exhibits, it was finally decided by the Founding Members to finally hold competitions for the following and successive years. The group has grown in Membership and has brought Modellers and Hobbyists to converge on our Annual Invitationals judged by known masters and experts of the Hobby. The group will eventually become incorporated and officially organized based on SEC Regulations and further expand its activities and membership.

IPMS BAGUIO AND YOU
Our basic activity is scale modelling. The group exists not only to expand the interests and improve the skills of modellers but also to provide service to our members. To achieve this, the IPMS Baguio is open for all interested hobbyists and modellers and shall extend trainings, workshops, seminars, exhibits, competitions and other related activities and affairs to further this objective. All Members are therefore expected to be loyal, extend goodwill to fellow members at all times, adhere to the rules and regulations of IPMS Baguio and its Code of Conduct and Ethics.
We believe that our success depends largely on you. A cordial and friendly atmosphere, together with courtesy and willingness to serve their fellow Members can only be the result of joint and cooperative effort of all Members, and we expect that you, who as an essential part of the team, will do your best.
CHAPTER 2
BASIC MEMBERSHIP COMMITTEE POLICY
The basic policy of the Membership Committee of IPMS Baguio is to maintain its relations with its Members in such a way that the IPMS Baguio will, at all times, have friendly and cordial atmosphere with Members that are highly motivated in the Hobby and pride for being part of the IPMS Baguio organization. It is the responsibility of the Membership Committee to not only screen and endorse potential applicants to the BOA and Officers for final approval for membership but also to ensure it provides guidance to its members as to how they can become better Members of IPMS Baguio.
YOUR MEMBERSHIP
The IPMS Baguio spends THOUSANDS of pesos every year to pay for the activities and affairs provided by the group as an opportunity to showcase your works, develop further your knowledge and skills, network with fellow hobbyists and other benefits related to our hobby.
Aside from this, we are committed to initiate and continue programs on improving your skills and the level of your finished work. In order to develop your skills and potential, the IPMS Baguio conducts trainings, workshops, exhibits and seminars, advance skills development and other related programs at virtually no cost to the Members.
All these are aimed to improve and develop your skills and give you a chance for advancement. All the IPMS Baguio requires from you is to pay timely your reasonable Annual Dues and adhere strictly to our established Membership Rules and Regulations, Code of Conduct and Ethics and this Code of Discipline.
ELECTION AND APPROVAL OF APPLICATION FOR MEMBERSHIP AND YOUR INDUCTION
a) The successful applicant shall be given an electronic copy of the IPMS Baguio Membership Manual, Code of Conduct and Ethics and this Code of Discipline. An Identification Card with Year of Membership shall be indicated. Announcements to welcome the new Members shall be posted by the Chair of the Membership Committee at the Facebook page of IPMS Baguio.
b) He/She shall be oriented by the Membership Committee Chair and/or Members on IPMS Baguio policies and procedures. He/She shall be introduced to all Members of IPMS Baguio and informed of the background and history of IPMS Baguio, our Mission Statement, Vision Statement and Core Values. He/She will then be informed and familiarized with the obligations attached as a member of IPMS Baguio.
CHAPTER III
MEMBER DISCIPLINE
The Disciplinary Committee shall be constituted by the BOA and Officers composed of 5 Members in the panel on a per case basis. It maybe composed of BOA, Officers and a regular Member/Members in good standing. The BOA shall appoint the Presiding Chair of the Committee and he/she shall appoint the other 4 members of the Committee. The Committee shall review complaints and reports for possible violations of a Member with regards to IPMS Baguio’s rules and regulations, code of conduct and ethics and this code of discipline. The Disciplinary Committee shall submit its findings and recommendations to the BOA and Officers within two weeks upon receipt of complaint and the BOA and Officers shall act on this case within 5 working days. At all times, the Disciplinary Committee shall observe and exercise due process and that the possible erring Member be informed of his/her remedies.
a) Discipline is the IPMS Baguio’s action or means of:
1. Informing the Members what is expected of them;
2. Ensuring that they do what they are expected to do; and
3. Correcting or reforming Members who commit infraction or violation of IPMS Baguio’s rules and regulations.
b) IPMS Baguio shall have full and exclusive direction and control of the organization, its members, activities and affairs. This includes the right to approve, disapprove, reject or deny applicants, discipline, suspend, or expel erring Members for proper causes.
c) The purpose of disciplinary action is not to exact retribution on the Member but to impress upon him/her the need and importance of doing things in the prescribed manner. It aims to help the Member realize that rules and regulations are enforced for his/her own benefit and for the benefit of his/her fellow members and not to coerce or punish him/her.
d) Imposition of disciplinary action shall be governed by fairness, justice and equity.
e) In order to ensure this, the Member concerned will be given the chance to explain his/her side on the matter after a thorough investigation of any violation shall be conducted. He/She will also be briefed about his/her right to recourse to the grievance procedures and to other rights he can invoke if he/she feels that he/she has been treated unjustly.
f) It shall be the fundamental responsibility of every Member to yield obedience to all reasonable rules, orders and instructions of IPMS Baguio, and a willful disobedience of such shall be sufficient ground to justify a Member’s Suspension and/or Expulsion. Expulsion, however, shall only be resorted to when the offense is of such grave nature as to warrant Expulsion for the first offense, or when it is taken as a last measure in a series of disciplinary actions that failed to reform the Member concerned.
CLASSIFICATION OF OFFENSES/ AND PENALTIES
a) Offenses shall be grouped into seven (7) CLASSES, four (4) CATEGORIES, and three (3) types of offenses.
SEVEN (7) CLASSES OF OFFENSES ARE:
A. Acts of Dishonesty;
B. Acts of Immorality;
C. Commission of Criminal Offense;
D. Acts of destroying goodwill;
E. Acts of Disturbing Peace and Order;
F. Acts against fellow Members;
G. Undesirable Conduct and Behavior.
FOUR (4) CATEGORIES OF OFFENSES ARE:
A. (LIGHT) 1st offense Corrective interview/oral reprimand
2nd offense Written reprimand
3rd offense Suspension of 1 month
4th offense Suspension of 3 months
5th offense Suspension of 6 months
6th offense Expulsion from Membership
B. (MAJOR). 1st offense Written Reprimand
2nd offense Suspension of 1 month
3rd offense Suspension of 6 months
4th offense Expulsion from Membership
C. (MAJOR). 1st offense Suspension of 6 months
2nd offense Expulsion from Membership
D. (GRAVE). 1st offense 6 months Suspension or Expulsion from Membership
THREE (3) TYPES OF OFFENSES ARE:
1. Light offenses are penalized under categories A & B;
2. Major offenses are penalized under categories C & D;
3. Grave offenses are penalized under category E.
b) Any Member found to have caused damage to any property of IPMS Baguio shall indemnify the latter in accordance with existing policies and procedures.
c) Mitigating or aggravating circumstances, however, shall be taken into consideration in the imposition of penalties. Examples of mitigating and aggravating circumstances are:
Mitigating: Offender had no intention to commit so grave a wrong as that committed, voluntary confession of guilt, sufficient provocation or threat on the part of the offended party immediately preceded the act, etc.
Aggravating: Act was committed with abuse of confidence, craft, fraud or disguise was employed in committing the act, advantage be taken of superior strength, or means be employed to weaken the defense, etc.
d) IPMS Baguio will recognize and abide by the reckoning period for remedial actions as indicated below:
Light Offense 3 year
Major Offense 5 years
Grave Offense No reckoning period
Upon the expiration of the reckoning period, correspondence relating to reprimands/suspensions may not be used as a basis for further action and cannot be used for any purpose against the employee after the expiration of the reckoning period.
e) Offenses committed by Members in accordance with the existing Code of Discipline shall prescribe as follows:
Light Offense – six (6) months
Major Offense – one (1) year
Grave Offense – no prescription period
The period of prescription shall commence to run from the day on which the offense is discovered by the offended party, the authorities or IPMS BOA and Officers and shall be interrupted by the filing of a complaint or service of a memorandum upon the concerned Member.
PROCEDURES AND GUIDELINES
a) The IPMS BOA and Officers shall be responsible for maintaining discipline and morale among the Members. However, before taking disciplinary measures, the BOA and Officers must always constitute the Disciplinary Committee and await its findings and recommendations. The BOA and Officers at their discretion may modify, improve, revise, reverse the recommendations of the DC.
b) The BOA and Officers may warn or suspend from Membership an erring Member found to have committed violations in accordance to its rules and regulations. They may also effect the Expulsion from Membership of an erring Member.
c) Suspensions and dismissals can only be effected after:
1. Giving Member concerned a chance to explain his/her side in writing within 3 days from receipt of notice from the DC.
2. Informing the Membership Committee Chairman requesting his/her opinion.
3. Final approval of the BOA and Officers by majority vote.
d) Disciplinary action may be appealed addressed to the BOA and Officers. If there is no appeal submitted to the BOA and Officers within 10 days from the receipt of decision of Disciplinary Action, then it shall be deemed that the concerned Member has waived their right and remedy for appeal and the decision for Disciplinary Action shall be construed as final.
THE NEED FOR DISCIPLINE:
Discipline requires from a person self-control and self-direction. The presence of discipline will enable IPMS Baguio to direct and control its activities and affairs effectively and efficiently. To reach its goal of providing service to its members, IPMS Baguio seeks cohesion, integrity, harmony and goodwill in all aspects of its activities and affairs from its Members. To achieve all these, and to maintain such harmony between Members, discipline is a must.
SYSTEM OF SANCTIONS
The following corrective sanctions are established, equitably categorized with infractions of IPMS Baguio Rules and Regulations, to arrive at norms of acceptable conduct.
CATEGORY A: LIGHT OFFENSE

IPMS BAGUIO RULES AND REGULATIONS
A. ACTS OF DISHONESTY
1. Any deliberate and unauthorized act or attempt in any form or manner to obtain, to spend or to use the funds of IPMS Baguio.
D: GRAVE OFFENSE
2. Giving false testimony or falsifying any document, record or information; knowingly presenting such falsified document, record or information in any study, research, inquiry, investigation or proceeding in which IPMS Baguio is involved and is detrimental to IPMS Baguio’s interests. This would include specifically falsifying Membership records, application forms/requirements or other IPMS Baguio documents or records.
D: GRAVE OFFENSE
3. Deliberate submission of fraudulent expense records or statements to liquidate or support use or spending of IPMS Baguio funds whether or not direct or indirect benefits are derived therefrom.
D: GRAVE OFFENSE
4. Padding or deliberate overcharging, using a paid invoice from another person, using unauthorized invoices, shortchanging, and other similar acts of dishonesty.

5. Obtaining money or property for personal gain from IPMS Baguio members through false pretenses or falsification of documents.

6. Substituting IPMS Baguio assets, materials or equipment with another of inferior quality or lesser value with intent to defraud.

7. Engaging in unauthorized sale of IPMS Baguio property for personal benefit or pecuniary gain.

8. Robbery, theft, pilferage or its attempt in any form or manner from IPMS Baguio members.

9. Unauthorized disclosure of confidential information which includes, but not limited to IPMS Baguio records, and financial operations statements to other entities and/or persons whether competitors or not.

10. Borrowing or receiving money, commission, offer of promises or soliciting material favors from entities, entering into arrangements with suppliers with which IPMS Baguio has business relationship to obtain “kickbacks” (commission) or other preferential treatment for his own personal benefit.

11. Engaging in competitive affairs or activities or business similar to that of IPMS Baguio without explicit approval in which the latter’s interests are seriously imperiled.

12. Unauthorized possession/use of members or IPMS Baguio property, which includes kits, supplies, equipment, tools, materials or personal belongings.

13. Loss of trust and confidence.

14. Deliberate ordering, purchasing, receiving or storing for and in behalf of IPMS Baguio materials and equipment of lesser or inferior value than that being specified by corresponding purchase order or other than what is being paid for by IPMS Baguio knowing them to be such.

15. Committing other acts of dishonesty

B. ACTS OF IMMORALITY
1. Engaging in any conduct, which violates common decency or morality such as fraternization with practicumers and/or OJTs, sexual harassments and grossly indecent utterances towards fellow members.

2. Bringing in, showing or exhibiting pornographic materials, e.g. pictures, films, literature, gadgets etc., during IPMS Baguio activities and affairs. (Please be reminded that we have females and minors as Members)
C: MAJOR OFFENSE
3. Indecent act or willful indecent exposure or using profane language in addressing another Member.
C: MAJOR OFFENSE
4. Having an illicit affair with a Member of IPMS Baguio.
D: GRAVE OFFENSE
C. COMMISSION OF CRIMINAL OFFENSE
1. Taking the life of a Member, official or anyone willfully or causing the death of said person through gross negligence.
D: GRAVE OFFENSE
2. “Pushing” (selling) or supplying narcotics or other prohibited drugs to Members or applicants or guests of IPMS Baguio, whether there is a group activity/affair or not.
D: GRAVE OFFENSE
3. Carrying, possessing or attempting to bring firearms, explosives or any other form of dangerous/lethal weapons e.g. knives, bolos, balisongs etc. during IPMS Baguio activity or affair.
D: GRAVE OFFENSE
4. Any act of destroying or damaging IPMS Baguio or Member’s property with the intention of impairing or sabotaging the activity/event/affair.
D: GRAVE OFFENSE
5. Conviction of a crime involving moral turpitude.

D. ACTS OF DESTROYING GOODWILL
1. Flagrant discourtesy, using disrespectful, offensive, scurrilous or obscene language, insulting members or its officials or any other party that the IPMS Baguio deals with.
C to D: MAJOR to GRAVE OFFENSE
2. Libelous utterances or publications (whether print or through social networking sites), which tend to cause discredit, contempt or embarrassment of a fellow member or official of IPMS Baguio.
C to D: MAJOR to GRAVE OFFENSE
3. Unjustified failure to cooperate in harmony with other Members in consonance with his/her duties and responsibilities which disrupts or affects the environment and activity/event/affair of IPMS Baguio.
A: LIGHT OFFENSE
4. Any deliberate act of violating a member’s or official’s privacy, e.g. peeping tom or voyeurism, installing wire-tapping/recording devices or any similar gadget.
D: GRAVE OFFENSE
5. Promoting, encouraging or committing malicious mischief against members and IPMS Baguio officials.
D: GRAVE OFFENSE
E. ACTS OF DISTURBING PEACE AND ORDER
1. Fighting, challenging to a fight, threatening, intimidating or harassing a fellow member or officials or any assault committed within or during or outside IPMS Baguio activities/affairs/events, except in case of defense of one’s self or another against unprovoked assault.
C to D: MAJOR to GRAVE OFFENSE
2. Threatening, harassing or intimidating a fellow Member or official with bodily harm or other illegal/immoral acts.
C to D: MAJOR to GRAVE OFFENSE
3. Committing other acts scandalous in nature or in any manner that may disturb peace and order during IPMS Baguio activities/affairs/events. e.g. uncontrolled temper unbecoming of a Member.
B to C: MAJOR OFFENSE
F. ACTS AGAINST FELLOW MEMBERS
1. Making false, vicious, malicious statements against any officer or Member of IPMS Baguio.
C to D: MAJOR to GRAVE OFFENSE
2. Making false testimony against any officer, or any fellow Member.
D: GRAVE OFFENSE
3. Any deliberate and unauthorized act or attempt in any form or manner, to obtain, to spend or to use money from fellow Members.
D: GRAVE OFFENSE
4. Obtaining money or property for personal gain from fellow Members through false pretenses or falsification of documents.

5. Robbery, theft, pilferage or its attempt in any manner or form from a fellow Member.

7. Indulging in gossip or prying into personal and private affair of fellow Members.

G. UNDESIRABLE CONDUCT AND BEHAVIOR
1. Failure to conduct himself/herself in accordance with IPMS Baguio standards and norms of behavior/decorum and character traits.
A to C: LIGHT to MAJOR OFFENSE
Commission of other offenses analogous to the above shall be meted with the corresponding penalty. The Code of Discipline shall cover offenses committed by Members outside IPMS Baguio activities/affairs/events if the commission is by reason of or in connection with their Membership with IPMS Baguio.
All the foregoing offenses and penalties are without prejudice to IPMS Baguio’s right of instituting a court action against offending parties as may be necessary.
This Code of Discipline is subject to amendments as maybe deemed by the Board of Advisors and Officers.
